NeighborhoodLIFT® program income eligibility

You could receive a $15,000 grant to help you buy a home in Minneapolis and Saint Paul. Your total income cannot be more than 100% of the area median income (AMI) and 100% of the AMI for active military, veterans, eligible surviving spouses, police, firefighters, EMTs, and teachers. If more than one person will be on the mortgage, the sum of your incomes cannot be more than the income limit for your household size.

Note for active military: Basic Allowance for Housing (BAH), meals and bonuses aren’t included in income evaluation.

Program description

  • $25,000 for down payment assistance to buy a home in Los Angeles County.
  • Up to 60 days to find a home and have a signed purchase agreement.
  • Neighborhood Housing Services of Los Angeles County, a local nonprofit partner, will determine if you are eligible for the grant and manage the grant distribution with your lender.

Repayment requirements

  • 0% interest rate. Program is forgivable in equal parts, each year, for five years; and fully forgiven if you live in the home for five years.
  • The pro-rated balance must be repaid if any of the following occur within the first five years:
    • Sell, refinance, or foreclose on the property.
    • Don’t occupy the home as your primary residence.
    • Transfer the title.
  • Repayment requirement exceptions are:
    • Refinance of the first mortgage to a lower interest rate and/or payment.
    • Refinance due to death/divorce where one of the original borrowers remains in the property. No cash out to the borrower allowed.

Borrower eligibility

  • You’re not required to be a first-time homebuyer.
  • If you currently own a home, it must be sold prior to closing and cannot be rented or leased.

Property eligibility

  • Single-family (attached or detached), 2-4 unit, condos, townhomes, planned unit developments, co-ops, land trust, and manufactured homes that meet Fannie Mae, Freddie Mac, FHA, and VA guidelines.
  • Property must be an owner-occupied primary residence.
  • Property can be anywhere in Los Angeles County.

Homebuyer education requirements

  • You must attend homebuyer education sessions before your closing. Sessions are available through Neighborhood Housing Services of Los Angeles County or a HUD-approved counseling agency that has adopted the National Industry Standards for Homeowner Education and Counseling.

First mortgage requirements

  • To receive the down payment assistance grant, you must be approved for a first mortgage.
  • The first mortgage can be financed by any NeighborhoodLIFT program-approved lender.  We will post the list on this site as soon as it comes out.
    Combined income for all borrowers on the loan cannot exceed the program income limits, adjusted for household size.

You must meet all NeighborhoodLIFT program requirements to be eligible for the down payment assistance grant and its ongoing benefits. Find out more details at the event.

    • Providing official Permanent Change of Station transfer orders will trigger a forgiveness clause and the grant will be fully forgiven.
  • Providing official temporary duty transfer orders (permanent duty station doesn’t change) will not be considered a violation of the owner occupancy requirement. The loan will continue to be forgiven over the standard five-year period.

Borrower eligibility

  • Active members of the United States Army, Navy, Marine Corps, Coast Guard, Air Force, Army National Guard, Air National Guard, or Reservists.
  • Veterans of any of the organizations listed above.
  • Eligible surviving spouses of any of the organizations listed above.
  • You’re not required to be a first-time homebuyer.
  • If you currently own a home, it must be sold prior to closing and cannot be rented or leased.

  • To be eligible for 100% of the AMI income limits (see Income Limits Chart), police, teachers, firefighters, and EMTs are defined as:
    • Police/law enforcement — a retired or active full-time employee of a law enforcement agency of the federal government, a state, a unit of general local government, or an Indian tribal government; and is sworn to uphold the law and make arrests or other authorized enforcement activities for violations of federal, state, tribal, county, township, or municipal laws.
    • Teacher and paraprofessional educator — a teacher is defined as a retired or full-time employee of a state-accredited public or private school that provides direct educational services to students in grades pre-kindergarten through 12th grade. A paraprofessional educator is defined as an individual who provides instructional support services for schools, pre-kindergarten through 12th grade, under the direct supervision of a highly qualified teacher. Individuals who work in food services, cafeteria or playground supervision, personal care services, non-instructional computer assistance, and similar positions are not considered paraprofessionals.
    • Firefighter — licensed, certified or authorized firefighter that is an active volunteer, full-time employee, or retired employee of a fire department of the federal government, a state, unit of the general local government, or an Indian tribal government.
    • Emergency Medical Technician — licensed, certified or authorized emergency medical technician that is an active volunteer, full-time employee, or retired employee of an emergency medical services responder. The medical services responder can be a private sector provider or a unit of the federal government, a state, unit of the general local government, or an Indian tribal government.

Property eligibility
